Methodology – Key Indicators, 2030 Targets, and Normalizing Factors

To allow for comparison of the 10 key indicators a six-point ranking scale was developed to score each indicator on a scale of 0 to 100 as shown in the table below. Normalizing each indicator against unique, sector-specific targets to achieve a common 0 to 100 score allows for easy comparison and for one to see how the County is performing in each aspect of sustainability side-by-side using a common form of measurement. Additionally, by averaging the scores for all 10 key indicators the GBG Sustainability Index can be calculated to provide an overall measure of current sustainability performance. We have also set a 2030 target sustainability score for Lucas County, taking into account specific targets for each of the 10 indicators. The Toledo-Lucas County Sustainability Commission (the Commission) will be able to track all GBG indicators and calculate the GBG Sustainability Index within the GBG Information Management System (IMS), an Excel-based tool developed to track Lucas County’s sustainability progress.
